  • What is Saltwood @ Kinvara all about?
  • The Kinvara area of the Ballina Shire has been earmarked for urban development since 2006 and is already zoned for residential and urban use, and for a range of environmental outcomes.

    The new community, Saltwood, is proposed for the long-term supply of housing and community infrastructure for the Shire, the local workforce and improved affordability of housing.

    The website you are on is a community engagement hub and your opportunity to have a say about plans for urban development at Kinvara.

  • Where is this project up to?
  • In May 2025 the project owners of Saltwood @ Kinvara released a report on the community feedback received so far on the draft masterplan for the project. This plan was released for public comment in April 2024 with public consultation happening in October 2024.

    Feedback on the draft masterplan is now being used to inform a development application for Stage 1 of the project.

  • What specifically is proposed?
  • The Saltwood @ Kinvara area is recognised by the Ballina Shire Council for its strategic importance in terms of accommodating future demand for housing in the Shire. It is planned to deliver 2,500 dwellings over a number of Stages.

    The first planned area is planned to have around 300 dwellings out of an estimated 500 dwellings in what is known as the Northern Neighbourhood of Saltwood @ Kinvara.

    The masterplan for the project and details on the Northern Neighbourhood have been released in October 2024 for public comment on this website.

    The project owners are currently prepare a Development Application for the Northern Neighbourhood to be lodged with the Ballina Shire Council.

  • What are the major issues facing the project?
  • Initial consultation on the project has identified surface water management and flooding as an important issue. Please scroll down the "What is Planned" page to view and comment on an information pack provided on this topic.

    Other issues include providing a range of housing options, what community facilities are proposed, and transport in and around the project area among others topics.

    Community feedback so far received on these and other matters has been summarised in a May 2025 report.

  • What is happening next with this project?
  • Feedback on the draft masterplan is being used to inform a development application for Stage 1 of Saltwood @ Kinvara to be lodged with the Ballina Shire Council.

The following Terms and Conditions govern the use of Saltwood @ Kinvara (“the site”). The software platform is owned by Social Pinpoint Pty Ltd and operated by us, APD Projects.

By accessing and using this site, you are choosing to accept and comply with the Terms presented throughout this agreement as well as the Privacy Policy and Moderation Policy. These Terms apply to all visitors and users of this site. Linked sites, affiliated services or third party content or software have their own Terms that you must comply with. We may terminate or suspend access to your site and/or account immediately, without prior notice, including without limitation if you breach the Terms. We may immediately deactivate or delete your account and all the related files and information in your account. After your account has been terminated, the content you have posted may also remain indefinitely on the site.

Governing Law

These Terms shall be governed in accordance with the laws of NSW, Australia, without regards to its conflict of law provisions.

Indemnification

<client>, its subsidiaries, affiliates, officers, agents, licensors and other partners are not responsible for any loss, liability, claim, or demand, including legal fees, made by any third party due to or arising from a breach of this agreement and/or any breach of your representations and warranties set forth above.

What content do we own?

This website contains the copyrighted material, trademarks, patents, trade secrets and other proprietary information (“Intellectual Property”) of APD Projects and its suppliers and licensors. APD Projects owns and retains all proprietary rights in the intellectual property.
